In response to Bill Middendorf's call for better preparation for conservative leadership, The Heritage Foundation created the "Mandate for Leadership." This guidebook, first published in 1981, provided over 2,000 detailed policy recommendations aimed at reducing the size and scope of the federal government, ensuring it operated within constitutional bounds, and promoting free-market principles. The Mandate became a blueprint for the Reagan Administration, significantly influencing policy decisions that led to substantial tax cuts, economic growth, and military strengthening, which contributed to ending the Cold War and revitalizing American patriotism.
The success of the Mandate continued with subsequent editions, notably influencing the Trump Administration. The 2016 edition saw 64% of its recommendations implemented within the first year, leading to significant tax cuts, deregulation, energy independence, and prioritization of veterans' care. These implementations resulted in a booming economy, with the lowest unemployment rates in five decades, benefiting minorities and women.
Looking forward to 2025, the Mandate emphasizes the importance of having the right personnel in place to execute conservative policies effectively. It stresses that new presidential appointees must be principled and aligned with the President's conservative vision to ensure the success of the policy agenda.
